Planning as a power for positive change

The reality of climate change, the ongoing housing crisis, and pollution affecting some of Northern Ireland’s rivers and loughs are just three reasons why the role of planners and planning authorities is more important than ever. 

The Royal Town Planning Institute (RTPI) is the only body that can award Chartered status to planners. Chartership is the gold standard for the planning profession, recognised by employers, clients, and the public as a mark of expertise and professionalism.

We have over 27,000 members in nearly 80 countries around the world, with over 700 members in Northern Ireland. We have been shaping planning policy and raising professional standards for over 100 years. Our mission is to advance the science and art of planning, working for the long-term common good and wellbeing of current and future generations.
Our policy, practice, and research work in Northern Ireland demonstrates that many of the issues which stifle the development of high-quality buildings and places can be unlocked through the role of planners and the planning system. Via local plan zonings, we can ensure that new development is well-connected and sustainably located, reducing the need for car-based travel and improving access to amenities and green open spaces. 

Via high quality design and local plan policies, we can ensure that new homes are low carbon, reducing both their environmental impact and the cost of living for future occupiers. Via Section 76 agreements, we can ensure that development is accompanied by essential infrastructure improvements.

Planning is a powerful force for positive change, and a key tool for delivering government ambitions. But to deliver on this potential, local planning authorities, statutory consultees, and the Planning Appeals Commission must be properly resourced.

On 27 October 2025, RTPI NI welcomed 70 delegates to our conference on ‘Building Better Communities’ in Cookstown, arranged as part of our Politicians in Planning Network (PiPN). Councillor Billy Webb, President of the Northern Ireland Local Government Association, spoke about the vital role councillors play in shaping our communities through the planning system.

“Planning decisions are among the most visible and challenging responsibilities of local government, balancing economic growth, environmental protection, and community needs within a complex governance framework.”

Councillor Webb highlights the need for ongoing training and partnership to ensure councillors are well-equipped to navigate the technical aspects of planning, working hand-in-hand with officers to make fair, informed decisions.
